ENGAGEMENT
To build trust, Berkeley Dive Team (BDT) uses (Public Safety, Ecosystem Preservation and Aquatic Stewardship) mutual support relationships, which work with all levels of government and engages with impacted communities. The ‘Bay Nettle abatement’ method also uses Citizen Scientists, members of the public, who contribute data for monitoring programs. Which, when analyzed by technical specialists, is stored online as location crystallized knowledge, and increases the accuracy of advisories which warn about the potential of hazard re-occurrence.COMMUNICATIONS
BDT also uses Incident Command System (ICS) communications, to make meaningful connections about the potential of hazards reoccurring, during planned or unplanned events. Hazard type specific communications are also used to command, control, and / or coordinate interdisciplinary activities that have a common outcome, shared priorities and clear objectives:- Stronger Relationships from Improved Outcome use communications that build meaningful connections between organizations and community members
- Greater Sense of Priorities use clear and open communication channels that address issues, strengthen social cohesion and create a sense of belonging
- Clearer Situation & Objective Expectation use communications that establish tactics, direct operational resources, share status information, identify safety issues that employ emergency procedures, work tasks, work area expectations, resource acquisition procedures, work schedules and strategic objectives
OBJECTIVES
Communications about objectives identify specific, measurable, action-oriented, realistic, and time-sensitive goals that guide management and ensure efficient and effective outcome:- Objectives state what needs to be accomplished and completed in the operational period needed to achieve a timely and effective outcome
- Objectives are ranked by priority; are as specific as possible; must be attainable; and when possible given a working time-frame
- Objectives are accomplished by first outlining strategies (general plans of action), then determining appropriate tactics (how the strategy will be executed) for the chosen strategy
- Clearer Situation & Objective Expectation use communications that establish tactics, direct operational resources, share status information, identify safety issues that employ emergency procedures, work tasks, work area expectations, resource acquisition procedures, work schedules and strategic objectives

- Objective achievement requires resource allocations for all the personnel, equipment, teams, supplies, and facilities needed for each type of service needed
RESOURCES
When determining resource needs, BDT understands that it is essential to maintain an accurate and up-to-date picture of operations resource utilization until the need for a service no longer exists. Key personnel that track utilization are, Public Information Officer who interfaces with the public & media; Safety Officer who monitors operations ; Liaison Officer point of contact for representatives of organizations. Guidelines and procedures for determining service needs are also identified by functional role.- Planning: Supports action planning by tracking resources, collecting/analyzing information, and developing plans for demobilization
- Logistics: Arranges for resources and needed services to support achievement of objectives
- Finance/Administration: Provides accounting, procurement, monitoring, time recording, and cost analyses.
- Creating support groups: Forming groups to address specific needs or interests within the community.
